Not the way I read Part 97: it's not just cross-band, but would
involve Amateur Service stations communicating with stations in
the Experimental Service, outside the Amateur Service, and hence
prohibited except in an emergency. Part 97 forbids Amateur Service
from engaging in communications with stations outside the Amateur
Service

It;s a shame; this could be interesting and fun.

Caveat: I am not a lawyer, and Part 97 is written to be read and 
interpreted by lawyers.
