I wouldn't be at all surprised by contradictory licensing provisions
for the two services. I've seen similar things other places, including
a hospital where one Federal inspection service required bags in the
trash cans, while another absolutely prohibited them.
If the X-service license permits it, though, then I think there's a
fair argument that the FCC won't jump anyone's case.
