Well that pretty much sets up the self-fulfilling prophecy of never getting
the 136 band for amateur use. If they are worried about interference to
PLC's, but won't take their own advice and permit controlled usage, then
we'll never see the band.

I wonder what their reaction would be to a petition asking for some tweaks
to the 160-190 kHz Part 15 rules. Probably the same.
