[Lowfer] No new Part 5 grants for 160-190 or 136kc...

I just got off the phone with Carl Huie of the FCC and he advised me that
there would be no more grants for 160-190kc or the 136kc band as of today.
Too bad I blew 50 bucks to hear that huh??? He said there is no reason why
we can�t use Part-15 rules for any propagation studies and antenna
experiments as well as equipment design. He is also an amateur operator and
said any Part-5 experiments would be a �moot point�. He said the only chance
of getting a Part-5 license is for a pending amateur allocation so a person
could be prepared for transmitting on the band when it becomes available.
