John your comments have special import given your group and
professional affiliations. But have you also considered that the
negative decision may have more to do with these post 9-11 times than
real technical merit? It should be no surprise to anyone that reads a
newspaper today that the U.S. is becoming very conservative and super
cautious, to writ, check out the recent Patriot Act and now a super PA
is in Congress: the PA II. A lot of former liberties are being trampled
in the stampede for" home land security." I don't agree with these
measures, merely recognize they exist and the issues fostering them.
Therefore, any possible threat - even strong concern - to the nation's
power grid is expectedly to be taken and evaluated so as not err on
security.
On the lighter side ... hopefully we will someday chuck our national
siege mentality and more level heads can re-evaluate that proposal with
far more beneficent outcome, also with a sense that "the amateurs have
done their patriotic part and should be rewarded." It's happened before
that way.

It's not addressing that and that was not the issue in the 137
proposal, nor by extension. I think it is saying don't rock the boat--at
this time. It also doesn't mean "Forever."

Sure, John, ask them when the rates will be going up to pay for added
security.
