  Sounds like Naval Radio Station San Francisco - call letters NPG.

  Transmitters are in Dixon, CA, about 50 mi. NE of San Francisco -
  transmitting  on LF, NF and HF.  Ot shows up on several regional
  maps of the Sacramento Valley.
