[LogPlus] Packet and Radio Support

Paul, this made me get the manual out and read it!  I found it in it and
Bob reccommened that the CAT lite be flashing and not on solid or
flashing real fast.  So I kicked up the value from 9000 to 16000 and it
seems to flash at the same rate as TR-Log does when it polls the radio. 
Still works okay with packet.
