[LOGic] Prefix problem

Found the problem!
FYI, and in case anyone else runs into this, here's what I did that DIDN'T 
work, and what finally DID make it work:
Step 1: Added E7 to the prefix table.
Step 2: Added E7 to the PFX list in the list of valid values table.
This wouldn't work, because I had to do one more thing:
Step 3: Added E7 to the DXCC list in the list of valid values table.
After this last step (and a cleanup), it worked.
