[Logic] VE Prov with LOGic 7 QUEBEC ONLY PLEASE !!!

ARRL has only used PQ and QC... QC is the official post office
designation, but many people still use PQ.
Logic may have use Que in the past... But I don't ever remember any
contest or award using Que... I wouldn't use it.
If you do have some old "QUE" QSOs I would change them to QC... Very
easy with the advanced commands. You need to keep "PQ"... I know CT and
Writelog both accept both forms (QC and PQ)
