[Logic] ARRL Sections & VE Prov with LOGic 7

[Julio Peralta]

The problem Dennis found in my upgrade to LOGic 7 was the data base for ARRL
section was missing and had to be brought over from ver 6. I had the same
problem with the IOTA data base just plain not there. The problem with VE
providence was the new changes caused 2 different providences not to find a
match.
