[Logic] ARRL Sections & VE Prov with LOGic 7

The way to fix this is with the advanced DB functions which can change
all occurrences of the incorrect data... Or add the wrong value to the
table... Ie Quebec should match PQ or QC because the ARRL has used both
at different times.
