[Logic] ARRL Sections & VE Prov with LOGic 7

Careful... Prefixes are generally retained from deleted DXCC entities.
Logic should work with older logs also. The problem is using "prefix" as
a key to DXCC entity is becoming confusing with the changes over time...
Dennis should perhaps consider switching to the ARRL DXCC entity
number.... But they are much harder to remember...

In any case, I'll copy my old prefix table over since I know it's
correct.
