There is no doubt whatsoever that the only reasonable design for DXCC is to
use the ARRL country number. This is the ONLY way to GUARANTEE a unique
value that never will change. If this is not being used the problem will
exist forever.
The DXCC prefix should ONLY be a CURRENT value and is ONLY a convenience. It
should never be the controlling factor. Country number MUST be the bible
here!
