Dutch:

Did you DISCONNECT EVERY LEAD from each capacitor 
before you measured their resistance?

6 to 12 OHMs IS a dead short as far as capacitors are 
concerned.

Also, how long did you leave your meter connected across 
them before you read it?

You said you were using a Simpson 260. This is a DC 
meter. In order to accurately measure capacitors' internal 
parallel resistances with such a meter, you 1) have to be 
certain the lead from your meter which has the + voltage on 
it is connected to the + lead of the capacitor, and 2) you 
have to wait for the cap to charge up to the meter's voltage 
before your reading is accurate. For large capacitors this 
can take a couple of MINUTES each. When you first 
connect the meter to a capacitor, it WILL show a dead 
short until it charges up.

Also, if you have the - lead of the meter connected to the + 
lead of the cap, it can also show a dead short.
