If it is working correctly, the noise blanker only reduces 60 cycle 
noise (power line, etc.).  If is not a noise reducer or a noise limiter 
like some of the newer DSP enhanced radios have.  One way to test it 
would be to find a way to produce some AC type noise.  An electric drill 
(not cordless) will often produce sufficient noise to be heard by the 
receiver for testing purposes.
