[Kenwood] TS-440 SAT Problem

While bench-testing this radio for a disabled ham friend, I found a 
problem peculiar to 20m voice operation (AM, SSB, FM - doesn't matter 
which): if I key the mike (or try to operate the tuner), the transmitter 
comes on, but immediately shuts off. This happens only on 20m, and only 
with voice mode selected. Operation on other bands/modes seems normal. I 
have made a visual inspection of the tuner and local oscillator 
boards/connections/cables and see nothing amiss. I do not yet have a 
service manual ( I have sent my e-mail adress to dk mods, but have yet 
to hear back from them).

If someone could suggest a direction for me, I would be grateful. Also, 
if someone could share a copy of the service manual, or knows of another 
gratis source for the manual, I will be obliged.
