I have owned many Ham Radios from major manufacturers which came capable 
of transmitting out of the Ham bands - admittedly usually just on 
adjacent frequencies, but still out of band. For example my IC-207s 
transmit from 140 to 150 MHz as they came out of the box. And I have had 
Kenwood rigs with similar capabilities.

Many old tube boat anchors were that way. That's why they are still 
popular with AM Short Wave Broadcast pirates who tend to congregate just 
outside the Ham bands.

I think it was the advent of microprocessor controlled rigs which 
finally made it possible to manufacture rigs actually restricted to the 
Ham bands. I think it would be difficult to find a pre-microprocessor 
rig that limited 40 metre TX from 7.000 to 7.300 for example.

So, many of us - some even younger than me - have owned and operated 
rigs with out-of-band capabilities for years with no illegal intention.

Anyway, I think the original question was how to "remove" this 
capability from a TS-850. Strangely enough I have a TS-850 with wide 
band transmit - It is second hand and the original owner was licensed 
for CFARS (Canadian MARS) so if there is a simple way to remove this 
capability I would also be interested since it would prevent an 
accidental out-of-band TX - which is quite easily done; I still remember 
transmitting on 10 MHz! But that was in a different life as a 
'professional'.
