I know, but in this case, we are almost certain this man plans to break
the law - He even offered a QSO on a CB frequency, which would be illegal
with this equipment. He stated plainly that he intends to break the
law. If you sell him the radio knowing this, is it still legal? I thought
it was illegal to knowingly assist someone in breaking the law.

He probably wants the "Free Band" which exists between 11M and 10M, or
just wants to pirate 10M.
