The low level on SSB could be anything from the microphone through the
balanced modulator and transmit bandpass filter. From there on, probably
all the circuits are the same, though more than one radio has had a lot
more drive available on CW than on SSB so when the gain falls later in
the string CW shows up better than SSB. Check for ALC action and ALC
threshold settings or bias supply.

The relay cover will probably pop off without removing the relay from
the board. Might need a tiny hook or pry bar about a quarter inch wide
to accomplish that. I did that to a TS-120 I had and using DeOxit with
strips of cotton fiber paper cleaned up most of the contacts, but not
all. I eventually wired in a tiny relay for that circuit dangling on
wire leads. I doubt the 830's relay is still available and was probably
special, but its worth looking and asking.
