Since neutralization is a balancing of capacitive feedback, positive
through the tube, negative through the neutralization network, the
adjustment is most sensitive at the highest frequency. Also most
necessary because the stray inductances in the two feedback circuits
have most effect at the highest frequency.
That is to say that neutralized at 80 meters, the adjustment should be
far less distinct than at 10 meters. Then when neutralized with that
less distinct null at 80 meters, it might not be close enough for
perfect PA stability (lack of oscillation) at 10 meters. That's why its
suggested to be at 10 meters, its most sensitive to the change in
capacitance of the trimmer and most required to be better than at lower
frequencies.
