[Kenwood] neutralizing question, TS-830S

Hi All,
Time has come on the ol' TS830S to change the finals..  The originals
held up great til now..

Question:  The book says to tune to 28.5 mc for neutralizing with the 
new tubes but this rig has no output on 10 meters (nor 15 meters) Hasn't 
had for years..  Never looked into because I don't care about those 
bands anyway... hi    Anyway, what is special about neutralizing on 
28.5mc ?
Can't it be neutralized on any frequency ... like maybe 14.2 ?
