[Kenwood] TS-690S/AT audio static

Hi Helen,

This is a common condition occuring in the TS690S and the TS450S. This
noise will present itself when the rigs are connected to an antenna
system with a high SWR. There is a "fix" available which involves
replacing the encoder with a grounded version.
