[Kenwood] TS830 tuning.

Good afternoon,
I have a tuning problem with a friends TS830.....the test set up is the TS830
feeding a Bird 500W 50 ohm dummy load, and a Bird Laboratory
Wattmeter......the problem appears on 80 metres only, and it manifests in this
way.......in the CW mode, switch to tune, resonate the PA, a good resonance
dip, and the loading capacitor does what one would expect, and all is
well......switch out of "tune" and the resonance dip, using the PA capacitor,
is minimal, and the loading capacitor appears to have little effect, there
appears to be maximum loading at all positions of the capacitor......at first,
I suspected a defective fixed padding capacitor across the variable loading
capacitor, since there were obvious cracks in the coating, and so, renewed
them, but the effect is still there. The output power is around 110 watts
On all the other bands, the operation of the PA tuning and loading controls,
appears to be normal, and the actual RF output, as shown on the Bird
Wattmeter, is in access of 100 watts.
Has anyone had a similar problem with a TS830 ? I would be most grateful for
