And I hope you do not contemplate any such move (I.E. fixing it so it will 
transmit outside the ham bands).  Not only will his using it thus be illegal, 
you are just as responsible, making it possible for him to do so. We need to 
STRONGLY discourage such operations.  We have enough of those idiots already 
on the bands.  Lots of people spot them and call them CBrs .  This is 
absolutely incorrect.  They are simply ILLEGALS.  CBrs are legal, as long as 
they use "type" CB gear, and follow the rules as set forth by the FCC (or its 
equelavent in other countries).
