Brian, it will only operate when the VSWR is above a certain value. In
mine that value is about 1.6:1, it will reduce it to 1.4:1. BTW, I
bought my '440 new in 1988 and the tuner has never failed, I wish I
could say that for the rest of the unit. :-)
