Bill,
Can't the fee be waived if Field Day is technically considered an excercise
to demonstrate the use of amateur radio communications powered by alternate
energy sources or non-utility provided power? Not to mention the fact that
amateur radio provides emergency back-up communications for local law and
fire agencies. Maybe the RACES group can supply some political interface to
support this event.
