Folks;

Here's a synopsis of the briefing given by the Carroll County Office  
of Emergency Management today:

EOC will be fully activated at 1100 Sunday
State EOC activated:
>> Level 3 today
>> Level 2 on Sunday
Timing
>> Sunday evening -> Wednesday morning
>> Potential for heavy rain
>> Confidence continues to increase in significant, long lasting event
>> 4” – 7” rain
>> Worst case scenario is 9” – 12” of rain
>> Damaging winds Sustained 35 - 45mph +
>> Gusts 60mph +
Widespread, long lasting power outages possible
Snow is possible at the end of the storm
>> Elevations above 800 feet
Isolated, brief tornadoes possible
>> Monday -> Tuesday
>> Power outages could last several days
Falling temperatures
Mid 50s early Sunday morning to upper 30s Tuesday night

RACES remains on stand-by. We need to consider the possibility that we  
will be needed to provide back-up communications between the EOC and  
the four shelters in the county: Winters Mill High (to be opened  
first), Century High, New Windsor Elementary, and Manchester Valley  
High School. The period of operations would likely be Sunday through  
Tuesday.

Keep monitoring the 145.410 repeater, which is our primary frequency  
for tactical communications.

Please rest up this evening. We may find ourselves busy over the next  
couple days.
