For all of you no-code techs out there who were waitng patiently for the
WRC-2003 to recommend dropping the Morse Code requirement in order to
operate below 30MHz, you got your wish.  HOWEVER, read the news article on
the ARRL website www.arrl.org to see how no-code Amateur Radio licenses will
or will not come about in the USA.  It could take the FCC "years" to change
the rules, if indeed they do.
