The solution to the potential hot chassis is to put one "across-the- 
lline" safety cap from line to neutral and one "Line to Chassis"  
safety cap from neutral to chassis.  Even with a three wire  line cord  
properly grounded at the outlet, this arrangement can avoid certain  
(rare) problems.  A short in either  cap results in a safe situation.
