Tony,

The 110 V reading is high, indicating excessive leakage somewhere. I  
often see 50-65 VAC from chassis to ground in old equipment with  
somewhat  "normal" leakage currents. Glen Zook is right, installation  
of a 3-wire power cord is indicated, as it is with all gear of this  
era. AC Line RF bypass caps are often a problem, but you can also have  
transformer problems, that can turn the unit into a hidden "killer".   
If you ground the chassis to electrical system safety ground and start  
blowing fuses or, worse, electrical distribution circuit breakers,  
then there is a serious problem. I did not take the time to look up  
the current legal limits on transformer leakage current in  
transformers, but Fluke and other companies sell test equipment  
expressly designed to detect this problem.
