For DXCC it does not matter whether they are in international waters or not,
a contact with a maritime mobile station cannot be used for DXCC credit.
Therefore they should indicate /MM whatever their location.

Of course, the contest sponsors have to determine how to count it in the
ILQP.  Personally, I would suggest:  QSO credit, no multiplier.
