[ILQSO] Another scoring question

Quite often those saying they are /MM really are not in international waters and really should not be indicating they are, but where they are in terms of the ILQP may be a bit tough to figure out on both ends.

Maybe we need to add Regions 1, 2, and 3 as multipliers!
