"Should be" is a matter of judgement. 

"Too complicated" may be a matter of perception.

Ever consider the attractiveness to the common operators who really like 
the multiple counties?  Seems like many "contest committees" make 
decisions on the basis of what they like, not necessarily what the 
participants like.  Or, they're stuck with "conventional contest 
thinking" which fits their perception of what a contest "should be."
