Actually I feel this is a step in the right direction towards
eliminating county-line operations altogether (dream on, Peg). Why
should an operator be able to claim credit for putting out a county and
claiming double or more points when he's not REALLY there? Been there,
done that, couldn't even say the antenna was in the adjoining counties.
But the ILQP rules allowed it, and still do. The group that sponsors
the contest gets to make the rules.

In other state QSO parties, the top single mobile operator has a good
chance of winning (like in Wisconsin for instance). That's because
other stations don't have inflated scores.
