[ILQSO] Advice Please

I note there are several counties not to far south of Chicago which have 
small amount of planned activity (at least last year they had only one 
or two stations who reported they planned to activate the stations.)  I 
haven't studied the final results to confirm if these counties were 
actually rare, but will do so before making any commitments.

I'm considering getting a one by one "9" call for the event, and parking 
at the county line between two of these counties.  I'd use a special 
event call so folks wouldn't have a problem recognizing that I was in 
Illinois, and not in "8" land. 

I have a couple questions...

1. Do I really have to have my antenna on both sides of the county line 
to be considered in both counties?  I ask this because straddling a road 
between two counties could be hazardous to whatever traffic might be 
coming along the county line road.

2. How does one obtain "real" permission to park on one side of the road 
or the other, straddling the county line?  Will an operator run into 
trouble with the local constabulary if he does something weird like 
this?  I ask this because a few years ago a couple of us set up in a 
town park in Preble County, Ohio, and operated during the Ohio QSO 
Party.  About 6 p.m., after several hours of operation, we were 
interrogated by the local police who said they had had reports of 
"agents of Osama bin Laden" setting up in the park and transmitting 
clandestine messages.  :)

3. To get credit for two counties from one station, do I have to send 
two consecutive reports with two serial numbers and two counties, or do 
I send one report with both counties?

I've worked OQP and MiQP, but this will be my first adventure into the 
ILQP, if plans actually materialize.
