That is a fold back current limit feature to protect against load shorts.

The dirty pot does not carry any load current but is part of a 
calibrated volt drop detector

on the PSU main line to determine the foldback point.. volt drop, 
determining the associated fault current,

which is a stable relationship on a fixed load at the detector.

There are no 'load' current controls, as this is what the Voltage 
control determines.
