Regardless of how it works, in my case, the pot was dirty cause the power supply to shut down when the load want to high. Once I worked the pot (a known trick) to make it work again, the problem went away.
I have nothing more to contribute on the subject and hope the gentleman with the problem figures it out.

That is a fold back current limit feature to protect against load shorts.
The dirty pot does not carry any load current but is part of a calibrated volt drop detector
on the PSU main line to determine the foldback point.. volt drop, determining the associated fault current,
which is a stable relationship on a fixed load at the detector.
There are no 'load' current controls, as this is what the Voltage control determines.
