What happened is a few different posts were quoted and things got out of 
context, it happens, no biggie, really, but playing a .wav, or any other 
audio through an amateur transmitter doesn't mean broadcasting or pirate 
radio, just something other than ones own voice for whatever reason or 
application.

In the late 90's I had a packet beacon that played a burst recorded on an 
board of a recordable greeting card through an Icom 706MKII.  The 99 cent 
card was a lot cheaper than a KPC-3 modem with the same end result.  The 
quick and easy way to key the rig is to use VOX, in that application a 
pre-amble of a few extra mS prevented clipped data.
