Richard,

Are you using a switching power supply? 

Have you disconnected all cables going to computer...etc.

Have you tried shorting the Antenna connector?

 

Personal experience:

The IC-211 and IC-245 were notorious for noisy and intermittent PLL
boards.

The PLL board uses a 2 sided circuit board. Feedthroughs were not
plated, instead they soldered "Steel" pins in the holes. They look
like the common straight pin used for sewing. In time the pin heads
corrode and cause havoc. Replacing all (13 - if my memory serves me)
with a short copper wire completely solves the intermittent
operation.
