Hi Jim
Using its internal psu
NO computer attached and nothing heard on the other 2mtr rigs in the shack.
I hadn't shorted the antenna socket ,that may point to the front end hooting

yes I've heard some horrendous stories about the PLL and the plate thrus or lack of them.

I've seen the measured phase noise plots for them and the are not great.
As its one of the few early multimode rigs to generate NBFM directly at the IF,and not by
modulating the VCO, what I might do is replace the whole PLL with something like an AD9912 DDS
which has an excellent phase noise spec.
I use them in the HB rigs here, so I already have the control s/w .
The performance of the receiver is fairly good, I have a think about that , its not a difficult
mod, although it's major.
