[ICOM] 781 "raspy"sound

Hi Ron, thank you for your suggestion, of course recapping the Reg board is
among my tasks, but as I saw that Icom recommends to replace L11 with an
LW-16 I would like to do it because it does not look good, seems it has
received a lot of heat.
