Jim,
As a rule you are correct. However there are several variables that will
give a false impression of power. if you overdrive in SSB modes, then the
ALC will go higher than normal in an effort to level the power output. If
the meter is in the ALC position, then it could give a false impression of
more power because the ALC will swing along with the power. High SWR will
give the same effect.
I have no idea whether that is a factor in Nate's case. But being a new
radio to him, its possible some switches are not in the normal position. The
best test is a good power meter and a dummy load. Its possible that there is
a problem around the narrow filter he installed. My suggestion was aimed at
making sure all the correct operating conditions was in place before
assuming an internal electrical problem. There is also the possibility of
low audio drive from the internal CW tone generator, and not even related to
the filter. He did not tell us that it was ok before adding the filter. The
problem could have pre-existed.
The IC-735 is not a large radio and the adjustment pots and control switches
are small and easily placed in the wrong position. This is especially true
when I operate mine in the Motorhome. I guess that is why they install a
cover over the adjustment pots and switches, which is usually the first
thing that gets removed and lost. I still have mine..."somewhere" in safe
keeping...(:->.
