Did you measure the power output with a wattmeter or use the front panel meter? Since you quoted watts, I assumed you used a wattmeter.
None of those switches will change the output power, only the reading on the front panel meter. In the power mode, the front panel meter is a relative power meter, only. It is not calibrated.
If you have access to a separate transmitter and receiver, test the zero beat of the 735's transmit and receive oscillators. Transmit key down with the 735 and tune the separate receiver to zero beat. Then tune the separate transmitter to zero beat in the receiver. It should also be at zero beat in the 735. If it is not, then the 735 needs an alignment. If the CW transmit crystal oscillator is off frequency, the filter may be limiting power output.
This should not have been caused by adding the narrow filter, it is used in receive mode only.
Are you doing the CW and SSB tests on the same frequency? The antenna SWR could be affecting the output power if you are not. Somewhere around 2:1 the 735 starts reducing the output power.

Check your "Meter" switch. If it is in "ALC" position it will show about 1/2
power which is at the top of the ALC scale.
Make sure the switch is in the "PO" position (not depressed).
If the switch is depressed it will be in the ALC position.
Also make sure the SWR switch in the back of the radio is in the "PO"
position.
Enjoy the nice radio. I have had mine for 22 years and its still going
strong. Mine has only been opened twice. Once to change the battery and the
other time to change the CI-V baud rate to 9600.
