[ICOM] CT 17 interface

The adapter should work fine.  Few computers come with DB25 
connectors any more and I would guess that the majority of CT17 users 
use a 9-to-25-pin adapter.

As to the electronics involved, I will leave that to others.  I only 
tackle the easy questions.  :)
