Seems like South Carolina requires a neutral to be carried along with
the ground rather than using the center of the 220V leg of the
transformer. Dryers require both 220v and 120v to operate. There are
2 ways to get that, split the 220 using one leg to ground or carry the
neutral through and use one side of the 220 to neutral. If your rig
only requires 220v and derives all other voltages on the secondary of
its transformer you may have no need to carry the neutral. Best thing
is to speak with a licensed Master Electrician (who may know) or the
local inspector (who may know). From working in commercial radio in
VA I found it sometimes difficult to get either who really knew. I was
licensed and fortunately also knew the local inspectors and when I
explained what needed done they usually co-operated or sought further
help to clarify code issues. So even if they do not know right away
they will probably get you and answer and even help to resolve any
code questions. They want to ensure what ever they approve is safe
from a people and a property (fire) perspective.
