[ICOM] IC751A-tuning knob repair

Yes, remove the painted front panel as there is a sub panel the encoder 
is held into with a large nut, like a volume control.
Might be helpful to take a number of digital photos of the front as your 
proceed. I thing the encoder just plugs into the circuit board but its 
been a long time since I have visited a 751A
