[ICOM] IC-207H Fan Always On???

You didn't specify if you had the manual, so just in case you don't have 
one, here's the information from the owner's manual:

Page 60, Chapter 14, Other Functions:

The transceiver has a heatsink and cooling fan to radiate
heat. The cooling fan automatically turns ON while transmit-
ting and remains ON for 2 min. after transmitting. The cool-
ing fan can be activated continuously, if desired.


Push [PWR] to turn power OFF.
While pushing [SET], turn power ON to enter initial set
mode.
Push [SET] one or more times until ìFAnî appears.
  *Pushing [MONI] reverses the order of selection.
Rotate the tuning dial to set the cooling fan to automatic
("At") or continuous ("on").
Push [PWR] momentarily to exit initial set mode.

What I don't know is why the fan would be running with the radio 
switched off.  Perhaps cycling the menu settings will help clear it.
