[ICOM] IC-207H Fan Always On???

I picked up an IC-207H at a swap meet last weekend.  The former owner 
told me that the "finals were blown" and was priced accordingly.

Cursory examination shows that it seems to work fine on UHF but there 
is no RF output on 2m.  The RF output indicator indicates the radio 
is transmitting but my Bird 43 shows otherwise.

I'll dig into it when I have time but I noticed that the cooling fan 
is always on.............even when the radio is switched OFF.  Too 
say the least I find this annoying and am wondering if this was a mod 
performed by someone other than the factory.  I cannot see this as a 
malfunction but want to reverse it.

Does anyone on this List have any knowledge of this mod?  Anyone 
replaced the VHF RF amp transistor and possibly know the OEM part 
number?  Please copy me on any replies as I do not always read the 
digests as I receive them.
