Sometimes the filter case will short out the signal. Try lifting the filter a little or
put a  piece of electrical tape across the pins making sure the pins of the filter push through the tape. Now see if the signal comes back. 
Does the circuit board have the pin sockets or just holes? I forget if the original IC-756 required you to actually solder in the filter or not.
