[ICOM] AT-500 Problems

I have a friend who purchased an IC-2KL and AT-500 combo. 

He is having problems with the tuner on 15M. It just will not tune and
shows infinite SWR. He reports that it will tune on 17M so that he can
load his Force 12 C4 antenna on that band. I asked him to check the taps
on the rear panel (even knowing that 15 & 17 Meters are the same to the
AT-500) and he reports they are all routed to the #1 connector. Since
the tuner uses the same coax connector and coax line to the antenna we
are at a loss to explain why it won't tune on 15M. The good news is the
antenna is resonate in the phone portion of the 15M band but the tuner
doesn't like it anywhere in the band.

Does anyone have any thoughts on this?
